Secretary Christina Garcia Frasco is a lawyer and public servant dedicated to transformative leadership in both local governance and national tourism. She earned her Juris Doctor from the Ateneo de Manila University School of Law in 2006 and holds a degree in Management, major in Legal Management, from the same university.

Before entering government, she was a Senior Associate at Romulo Law Offices and taught law at the University of San Carlos and the University of San Jose-Recoletos in Cebu. She was elected for three terms as Mayor of Liloan, Cebu (2016–2022), where her forward-thinking governance earned the municipality multiple national recognitions, including Top Model Municipality and Most Resilient Municipality.

Appointed Secretary of the Department of Tourism in 2022, she has led a dynamic transformation of the Philippine tourism sector through strategic infrastructure investments, digitalization, and intensified promotion of Filipino culture and identity. Her tenure has resulted in record-breaking tourism revenues and international accolades, including the Philippines’ first recognition as the World’s Leading Tourist Board by the World Travel Awards.

For her transformative efforts, she has received numerous honors, such as the Excellence in Sustainable Tourism Leadership Award (2025), Asia’s Influential Visionary in Philippine Tourism (2025), and the Transformational Leader Award in Tourism Governance (2024), solidifying her role as one of Asia’s most dynamic tourism leaders.

Chairman and Chief Executive Officer Philippine Amusement and Gaming Corp.

Mr. Tengco was a businessman before joining the public sector in August 2022 as Chairman and Chief Executive Officer of the Philippine Amusement and Gaming Corporation. He was President and CEO of Nationstar Development Corporation, a triple A-rated construction company known for projects such as the stunning renovation of the National Museum of Natural History in Manila, among others. He has also made a mark in the food and real estate industries.

He served as Vice Mayor of Malolos, Bulacan for two terms. He became the youngest president in the history of the Bulacan Vice Mayors’ League.

In the early 90s, he joined the Philippine Long Distance Telephone (PLDT) company as Executive Assistant to the President and CEO. He later on became head of its government affairs.

A product of Jesuit education, he attended the Ateneo de Manila University from his formative years and through postgraduate studies. He obtained a degree in Business Management in 1982 and went on to pursue law at the Ateneo de Manila Law School until 1984.

As head of PAGCOR, he has begun implementing a series of reforms aimed at transforming the Philippine gaming industry into a more dynamic, transparent, and forward-looking sector that responds to the evolving needs of the times, focusing on enhanced regulation and revenue generation for sustained nation-building.

Chief Operating Officer Tourism Infrastructure and Enterprise Zone Authority

COO Mark Lapid began his career in public service as a Sanggunian Kabataan Chairman and a member of the Pampanga Provincial Board. At just 24 years old, he was elected Governor of Pampanga where he spearheaded infrastructure projects that helped rank the province among the Top 10 most productive in the country. He holds a Master in Development Management from the University of the Philippines, completed specialized Leadership studies at Stanford and Harvard, and earned a Doctorate in Business Administration from the Pamantasan ng Lungsod ng Maynila.

Appointed General Manager of the Philippine Tourism Authority in 2008 and reappointed COO of TIEZA in 2021, he spearheaded flagship initiatives: ₱1.2 billion Boracay Water Drainage System with Manila Water and the artistic illumination of San Juanico Bridge. He helped launch Tourist Rest Areas – equipped with restrooms, pasalubong shops, charging stations, and info centers – which earned “Infrastructure Project of the Year” at the 2024 GovMedia Awards in Singapore. He supported the installation of Hyperbaric Chamber Centers at key dive sites to ensure visitor safety and rolled out the Online Travel Tax Services System to streamline departures.

Under his leadership, TIEZA achieved ISO 9001:2008 and 9001:2015 certifications, received the 2023 Top Ten GOCC and 2022 Top Performing GOCC, and obtained consecutive unqualified COA opinions (2022–2024). He was also bestowed the 2024 Exemplary Public Servant and Collaboration Award by the OFW Party List Impact Awards.

In her current capacity at TIEZA, Atty. Sarinas-Baydo oversees the various units under TEZMS including the registration and monitoring of tourism enterprises for the grant of incentives under Republic Act No. 12066, otherwise known as the CREATE MORE Act. She also oversees the operations and development of Flagship Tourism Enterprise Zones established by the Authority – San Vicente (Palawan), Mt. Samat (Bataan), Corregidor, Rizal Park, and Panglao (Bohol).

Since 2019, she has chaired TIEZA’s Pre-Qualification/Qualification, Bids and Awards Committee, which is tasked with all aspects of the pre-bidding and bidding process for public-private partnership projects.

She also serves as the Project Director of the Project Management Office for the Transforming Communities Towards Resilient, Inclusive, and Sustainable Tourism (TouRIST) Program – a joint initiative of the Department of Tourism and TIEZA. In this role, she oversees the implementation of program targets and deliverables with international financing institutions to support the sustainable development of key tourism destinations across the country.

She earned her Bachelor of Arts in Political Science (cum laude) and her Bachelor of Laws from the University of the Philippines, Diliman. She also completed her Senior Executive Education on Transnational Security Cooperation at the Asia-Pacific Center for Security Studies in Hawaii, USA.

Eddy Krismeidi is a distinguished figure in the tourism and aviation industry, holding key positions in prominent organizations and contributing significantly to the advancement of regional cooperation and policy development.

At PT Indonesia AirAsia, he plays a pivotal role in shaping communication strategies and policy initiatives for one of Indonesia’s leading airlines as Head of Communications for Indonesia Affairs and Policy. At the Indonesia National Air Carriers Association, he brings his wealth of expertise to his role as an expert, providing valuable insights and guidance on matters related to the aviation industry in Indonesia.

His tenure as President of ASEANTA, a position he has held since 2021, has been marked by a commitment to promoting sustainable tourism development and fostering collaboration among ASEAN member states. During his tenure at the ASEAN Secretariat, he played a key role in the establishment of initiatives such as the ASEAN Open Skies and the ASEAN Single Aviation Market. He also played a crucial role in the signing of the ASEAN Tourism Professional Mutual Recognition Arrangement.

Throughout the challenges posed by the global pandemic from 2020 to 2022, Eddy advocated for the safe reopening of ASEAN borders and worked tirelessly to promote collaboration and coordination among stakeholders in Indonesia and across the ASEAN region. His efforts included advocating for the implementation of QR codes for vaccination verification, contributing to efforts to restore confidence in travel and tourism.

David is a distinguished leader in the Philippine real estate sector with over 27 years of experience. As the top commercial real estate broker in the country, he has overseen the lease of more than 1 million square meters of office space and facilitated real estate transactions exceeding USD 2 billion. In 2015, he co-founded Leechiu Property Consultants, which has since become the leading privately held real estate brokerage firm in the country.

He serves on the Board of Trustees of the IT & Business Process Association of the Philippines (IBPAP) and plays a key role in advancing both the Philippine IT-BPM Industry Roadmap 2028—which aims to grow the sector to $59 billion by 2028 and employ 2.5 million Filipinos—and the Next Wave Cities initiative, which drives IT-BPM growth into regional locations. His efforts have been instrumental in the IT-BPM sector’s development and its synergy with the real estate industry.

His earlier ventures include co-founding Leechiu & Associates in 2003, which quickly rose to prominence as the country’s top real estate brokerage firm. In 2008, the company was acquired by a global consultancy, solidifying its position as a leader in the industry and marking a pivotal milestone in his career.

Through his visionary leadership, David continues to shape the Philippine real estate landscape, driving commercial property leasing, strategic urban development, and the sustained growth of IT-BPM investments nationwide.

Assistant Vice President, Gaming Licensing and Development Philippine Amusement and Gaming Corp.

Vina has been in the gaming industry, and with the Philippine Amusement and Gaming Corporation (PAGCOR), for more than 25 years, starting as a Clerk in Casino Filipino-Bacolod in 1997. Before her current role in PAGCOR, she held numerous roles in Customer Relations, Marketing, Administration, and Records Management.

Her background and experience in various aspects of the casino administration and operations has enabled her to adopt a collaborative and open communication approach to leadership and management, ensuring stakeholder engagement for more effective and sustainable policy and program implementations.

Since assuming her role at the Gaming Licensing and Development Department (GLDD), Vina has spearheaded, among others, the standardization of license fees and the establishment and updating of frameworks and manuals such as the Casino Regulatory Manual, the Suppliers Regulatory Manual, and the Responsible Gaming Code of Practice, ensuring that PAGCOR regulations remain transparent, relevant, and attuned with the evolving gaming industry.

A Cum Laude graduate of AB Mass Communication from the University of St. La Salle in Bacolod City, Vina is also a certified yoga instructor and a dance enthusiast.

Kevin has led the master planning of Megaworld’s 35 pioneering township developments and extensive tourism projects, which continue to drive economic growth across various regions of the Philippines. He has also overseen significant acquisitions and the global expansion of Emperador, propelling it to become the largest liquor company in the Philippines and the world’s largest brandy maker.


Ms. Mariana Zobel de Ayala

Senior Vice President and Head, Leasing and Hospitality Group Ayala Land Inc.

Mariana is also the Managing Director of Ayala Corporation, the oldest conglomerate in Southeast Asia. As Head of Ayala Land’s Leasing and Hospitality Group, she oversees Ayala Malls, Ayala Land Offices, Ayala Land Hospitality, and Ayala Land Leisure Estates.

She sits in the Board of Ayala Land and is a member of its Executive, Risk Oversight, and Sustainability Committees. Additionally, she is a Board Director of Ayala Land’s listed REIT subsidiary, AREIT. Aside from her directorships at the Ayala Land Group, Mariana also serves as a Board Director for several Ayala Group companies, such as AC Health, Ayala Group’s ACTIVE Fund, Bank of the Philippine Islands (BPI), and BPI’s Asset Management and Trust Company.

She was named a board advisor for Asia Partners, a Singapore-based growth equity firm with over USD1bn in assets under management, focused on enabling the next generation of high-growth technology companies in Southeast Asia. She also sits in the board of U-Go, a non-profit organization looking to drive education equality in emerging markets by providing scholarship grants to women in pursuit of a university education.

She began her career at J.P. Morgan in New York, U.S.A. She obtained her BA in Social Studies (Philosophy, Politics, and Economics) from Harvard College and a Master in Business Administration from INSEAD.

Francis oversees the entire life cycle of Filinvest Group’s hospitality investments. He has contributed to the growth of Filinvest Hospitality’s portfolio, including over 1,800 keys in operation under the Crimson, Quest, and Timberland brands. He also leads the company’s active development pipeline in key destinations across the Philippines, which promises to positively impact the hospitality industry.

As a director of the Philippine Hotel Owners Association, he chairs the Philippine Hotel Connect organizing committee and values the opportunity to work with other industry leaders in promoting the growth and development of the hospitality industry in the Philippines.

He likewise holds various directorship positions in the Filinvest Group. He serves as a member of the Board of Directors of the parent company, Filinvest Development Corporation, and its property arm, Filinvest Land Inc.

Francis received his Bachelor of Science degree in Marketing and International Business from the University of Virginia, McIntire School of Commerce in the USA, and his MBA from the University of Navarra, IESE Business School in Barcelona, Spain.

His career spans leadership roles at Caesars Entertainment and Ameristar Casinos in the United States as well as early experience with Hyatt Regency, Boyd Gaming Corporation, and Flamingo Hilton Las Vegas.

He holds a degree in Hotel Administration from the University of Hawaii and a Business Administration degree from the University of Phoenix.

Prior to his current role, Greg was Chief Operating Officer of Solaire Resort North, having commenced in November of 2023. Working with the Solaire metro and site management teams, he was primarily responsible for the pre-launch program at Solaire North, establishing site-wide operations, the successful public launch of the property and now, within his broader responsibility, continues to focus on the delivery of the property’s commercial objectives.

He has deep hospitality and gaming sector experience in multiple jurisdictions including the Philippines, Macau, Australia, and New Zealand. This experience includes the opening of new resorts, capital expansion projects and site-wide team and commercial leadership. Prior to the Philippines, he was Chief Casino Officer for Star Entertainment, overseeing that group’s multi-site gaming strategy.

His depth of experience also includes time as Chief Executive Officer of Crown Melbourne, General Manager at SkyCity in New Zealand as well as executive leadership roles with Melco Resorts in Macau as President of City of Dreams, a large IR located on the Cotai strip, and as Chief Executive Officer of Altira, a luxury boutique hotel casino. He steered both properties in Macau through pre-opening and operational execution.

With over a decade of cross-industry experience spanning information technology, telecommunications, banking, and fast-moving consumer goods, she brings a wealth of knowledge and a strategic, multidisciplinary approach to her leadership role.

Prior to joining UHRI, she was a project and portfolio manager, handling turnkey projects for enterprise accounts. She also built and executed digital transformation projects for these accounts and worked on the integration and consolidation of assets for a top conglomerate through a unified digital and rewards ecosystem.

She earned her Bachelor’s Degree in Management and Master’s Degree in Communications Technology from the Ateneo de Manila University where she was also a student leader.

Gel is a seasoned hospitality executive with over two decades of leadership in hotels and condotel developments where she successfully managed multi-property portfolios and helped build strong, recognizable brands. Her expertise lies in end-to-end development of mid to large-scale hospitality projects —from planning and construction to branding, operations, and customer experience. Her remarkable track record includes significant roles with local and international hotel chains such as Waterfront Cebu City Hotel and Casino, Sofitel Philippine Plaza, and, most recently, as the General Manager of Hotel 101 Group.

Under his leadership, GCash Overseas has launched in 16 countries, reaching over 80% of the overseas Filipino diaspora, while enabling Filipinos traveling abroad to use their GCash app or card for transactions in over 200 countries and territories.

Prior to this role, he dedicated over 25 years to Procter & Gamble (P&G), beginning as a sales management trainee. Her experience spans brand building, campaign development, content strategy, and commercialization—grounded in a deep understanding of what drives consumer behavior and how that translates into meaningful brand experiences. She is passionate about creating narratives that are rooted in real human insight, designed to resonate, and built to deliver results.

Before moving into the hospitality and real estate space, she spent a significant part of her career in advertising—developing campaigns for both local and global brands. This foundation in agency life sharpened her ability to turn consumer understanding into creative strategies that shape perception and influence action. She was also part of the team behind the Department of Tourism’s It’s More Fun in the Philippines campaign—an experience that affirmed her belief in the power of brand storytelling to connect people and inspire pride.

Xander joined Cebu Pacific Air in 2007 as Director for Revenue Management and Pricing and became immersed in the world of low-cost carriers. From there, his responsibilities expanded and grew over the years – leading Commercial Planning where he successfully oversaw the expansion of the airline’s network of domestic and international destinations, serving as President and CEO of Cebgo, shaping company direction as Chief Strategy Officer, and ultimately, his current roles that he holds concurrently.

As CCO, he leads the commercial operations of the airline – network planning, revenue management, pricing, sales, and cargo. As President, he supports the CEO in broader stakeholder management, strategy and public policy. Together, they steer the airline with a collaborative leadership style.

Xander holds a Master’s Degree in Business Administration, Major in Finance, from the Asian Institute of Management. He obtained a BS degree in Legal Management from the Ateneo de Manila University. He is a Fellow of the Life Management Institute.

Sam was appointed in his current role at IATA, the trade association for the world’s airlines, representing 83% of total commercial air traffic, in February 2017. In this role, he drives IATA’s priorities in the Philippines that include safety, airport infrastructure, fast travel, and regulatory issues affecting aviation.

Prior to joining IATA, he has held several senior roles in the airline, logistics and media industries in the Philippines, counting among these as the Philippine Country Manager of FedEx, the world’s largest air express transportation company. He also served as the Executive Director of the Board of Airline Representatives (BAR), the association of international airlines operating in the Philippines.

Since 2006, Atty. Arcilla has been appointed to his current position with the Civil Aeronautics Board (CAB) by four presidents of the Philippines. He serves as Vice-Chairman of the Philippine Negotiating Panel that negotiates and concludes air services agreements covering the exchange of air traffic rights and overall aviation relationship between the Philippines and foreign countries.

Before joining the CAB, he was the Executive Director of the Presidential Commission on the Development of the Marilaque Corridor under the Office of the President.

Having been in the aviation industry for more than two decades, he has consistently demonstrated a firm commitment to promoting the growth and vitality of the Philippine aviation industry that we know today, through the institution of relevant and responsive policies and regulations necessary in establishing adequate and efficient air connectivity, essential to support trade, travel and investments. He has likewise championed passenger protection regulations to safeguard air passenger rights and promote overall passenger convenience. Throughout his career, he has exemplified the qualities of perseverance, zeal, and a thirst for knowledge, pushing the limits of what was previously considered to be impossible. He ceaselessly motivates others to strive for greater heights in their own endeavors.

Teri is a marketing and communications professional with experience working in the hospitality, entertainment, retail, and aviation industries. In the course of her career, she has led cross-functional and co-branded collaborations with both public and private sectors, coordinating with different offices around the globe, and creating powerful campaign strategies in multi-media platforms for public relations, marketing, and communications.

In her current role with LIPAD, the consortium that operates and manages the new Clark International Airport (CRK), she is responsible for launching the airport’s new brand image, coordinating with different government agencies, foreign embassies and giant production houses to ensure the successful arrival and departure experience of government officials, foreign dignitaries, and special event delegates at Clark International Airport.

Concurrently, Teri is Head of CRK’s Customer Experience team and oversees the task force that focuses on continuously improving the airport’s service delivery and customer experience processes.

She has been engaged in several commissioned research projects in partnership with the University of Auckland, Konrad Adenauer Stiftung, the Department of Tourism, and the Philippine APEC Study Center Network.

She holds a Doctor of Philosophy degree in Asia Pacific Studies from the Ritsumeikan Asia Pacific University in Japan and was recognized with an Outstanding Dissertation Award. Former Undersecretary Lim has a wealth of experience in the aviation industry, legal profession, and corporate governance.

His extensive aviation experience includes having served as a member of the management committee of Philippine Airlines where he was Vice President, General Counsel and Corporate Compliance Officer. He also served as Country Head of IATA Philippines. He also held the position of Vice Chairman and Executive Director of the Air Carriers Association of the Philippines, which represents Philippine air carriers.

During his term with the DOTr, he led the digitalization of processes and protocols to improve efficiency and reduce costs. In partnership with various aviation colleges and universities, he pursued human capital development to create a coordinated, high-level framework that sustainably addresses workforce needs in the civil aviation sector. He initiated and organized efforts with public and private stakeholders to promote a cleaner aviation industry through nature-based CO₂ emission initiatives and engineered solutions aimed at developing sustainable aviation fuel. He led the rollout of airport projects under the government’s Public-Private Partnership program.

He holds dual bachelor’s degrees in Political Science and Business Administration from De La Salle University, a Bachelor of Laws from the University of the Philippines, and a Master of Laws from Kings’ College London.
