Secretary Christina Garcia Frasco is a lawyer and public servant dedicated to transformative leadership in both local governance and national tourism. She earned her Juris Doctor from the Ateneo de Manila University School of Law in 2006 and holds a degree in Management, major in Legal Management, from the same university.
Before entering government, she was a Senior Associate at Romulo Law Offices and taught law at the University of San Carlos and the University of San Jose-Recoletos in Cebu. She was elected for three terms as Mayor of Liloan, Cebu (2016–2022), where her forward-thinking governance earned the municipality multiple national recognitions, including Top Model Municipality and Most Resilient Municipality.
Appointed Secretary of the Department of Tourism in 2022, she has led a dynamic transformation of the Philippine tourism sector through strategic infrastructure investments, digitalization, and intensified promotion of Filipino culture and identity. Her tenure has resulted in record-breaking tourism revenues and international accolades, including the Philippines’ first recognition as the World’s Leading Tourist Board by the World Travel Awards.
For her transformative efforts, she has received numerous honors, such as the Excellence in Sustainable Tourism Leadership Award (2025), Asia’s Influential Visionary in Philippine Tourism (2025), and the Transformational Leader Award in Tourism Governance (2024), solidifying her role as one of Asia’s most dynamic tourism leaders.
